Thirty years professional design
and construction management experience in many types of
individual projects from $100 Thousand up to $4 billion in
size. Experienced in management including design,
pre-construction planning, cost estimating, project
controls, and construction management in airport, land
development, railroad engineering, power, heavy civil,
commercial, industrial, municipal, public, residential
subdivisions, shopping centers, and major buildings. Career
has been on the leading edge in modern project/construction
management using integrated project controls (data,
financial, quality, cost, and schedule). Technically strong
and business wise in construction supervision,
program/project management including planning, design,
construction management/oversight/advisory, value
engineering, cost estimating, project controls, claims
prevention, claims management, and forensic engineering.
Mr. Vines initiated service
to the Midwest over thirty years ago with Black & Veatch on
projects with clients such as Municipal/State/Federal
Government, Kansas City Power & Light, US Army Corps of
Engineers, Midwest Architects, and Commercial/Industrial
Developers. His design, management, and procedures are
based on the Black & Veatch’s style of Design Excellence;
Sargent & Lundy Engineer's approach to Construction
Management and Inspection Services; Hill International's
expertise in PM and Claims Services; and JET & Associates'
Architectural Civil and CM experience to local bank,
commercial, developers, government, industrial, and private
clients. His experience includes development, design, and
management of over 40 commercial and major residential
subdivision projects in the Kansas City area.

ASCE Soil Mechanics and Foundation Division, Kansas City
Section. He is a member of the National and Missouri
Society of Professional Engineers, United States Committee
On Large Dams, and Professional Engineers In Private
Practice. John is a US Veteran and held Top Secret Security
Clearance from the U.S. Department of State.
